Background and Discussion:

The Harris County Flood Control District (Flood Control District) has received approximately $868M in Community Development Block Grant Mitigation (CDBG-MIT) and Community Development Block Grant Disaster Recovery (CDBG-DR) grant funding from the Department of Housing and Urban Development (HUD) through the Texas General Land Office (GLO).  These CDBG-MIT and CDBG-DR projects have short project durations to expend all the grant funds.

Staff augmentation is needed to assist the Flood Control District in delivering these grant programs, including project management consultants during all project phases and construction management and inspection consultants during the construction phase of these projects. An RFQ was developed, and eleven (11) engineering firms submitted with five selected, who are providing staff augmentation for multiple individual projects throughout the lifetime of the grant programs.

Expected Impact:

These staff augmentation contracts will provide the Harris County Flood Control District with staff augmentation to assist with completing these CDBG projects that have short durations.

Alternative Options:

The alternative would be to not utilize staff augmentation firms selected which would delay the completion of

the CDBG projects and lose funding due to not meeting critical deadlines.
