Request for approval of a renewal option with BGE, Inc. for professional engineering services for construction management and construction material testing for the Flood Control District for the period of April 5, 2024 - April 4, 2025 at a cost of $2,000,000 (210185), MWDBE Contracted Goal: 30%, MWDBE Current Participation: 24%.

Background and Discussion:

This request is a renewal of term agreements against the following: HCFCD received authorization to

negotiate with 8 firms that responded based on highest overall evaluations. The consultants shall provide

comprehensive construction management and construction materials testing engineering services in support

of various federal and local programs or projects in support of HCFCD mission. Services provided shall be in

accordance with all applicable state and federal guidelines. These services will be utilized on an as needed

basis.

Expected Impact:

The selected consultants will provide construction management and construction materials testing

engineering services in support of federally funded and locally funded projects as needed. The federally

funded project services would be considered for reimbursement against the approved funding agreement and

would offset those costs to the County. The potential for engagement with each firm is up to $2M and the

tasking and scope of the projects may vary based on agreed hourly rates for service. The agreements will be

funded as available, up to the $2M maximum per firm, per term. The projected fiscal summary amounts are a

current estimate based on preliminary needs. Having these services available on an as needed basis will

supplement and relieve workloads for full time County staff

Alternative Options:

Without renewing this contract, the District could risk not fulfilling federal contract requirements, and

potentially risk federal funding opportunities.

Alignment with Goal(s):

The District could use a consultant not procured using federal requirements. However, doing so could

jeopardize federal funding.
