Background and Discussion:

On July 10, 2025, Commissioners Court approved the first term of the contracts with Moonshot Industries LLC and Woodlands Escape, LLC dba Zero Waste Houston for a compost pilot program. This first contract renewal would allow the Office of County Administration, Harris County Public Library, and Harris County Sheriff’s Office to transition to Phase II of the pilot, which continues back-of-house food waste and organics collection as well as community education and food waste drop-off opportunities. This pilot program is funded by the Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG).

Expected Impact:

This compost pilot is helping achieve Goal 5, Initiative T8 in the County’s Strategic Plan, Action 6.1.5 in the Climate Action Plan for Internal Operations, and an Early Action in the Climate Justice Plan. It also reduces organic material going to the landfill and educates residents on how they can play a role in helping make healthy soils. In Phase I of the pilot, which lasted from October 1 - December 22, 2025, nearly 133,000 pounds of food waste collected at two jail kitchens and four branch libraries was diverted from local landfills.

Alternative Options:

Commissioners Court could not renew the contract, which would delay how EECBG funds would be spent down and not allow the County to see the full potential of this compost pilot.
