Request Summary (Agenda Caption):
title
Request by the Sheriff’s Office for approval to temporarily transfer general funds in the amount of $535,495.61 to fund the cost of salaries and benefits pending receipt of the FY26 Motorist Assistance Program (MAP), Incident Management Unit (IMU), and Tow and Go Program from Houston-Galveston Area Council.
end
Background and Discussion:
This temporary budget transfer will ensure salary and benefit obligations are met while the amendment is pending. Once the amendment is received, the transfer will be reversed, and all eligible expenditures, excluding law enforcement certified personnel pay raises, which are not reimbursable, will be charged retroactively to the grant beginning September 20, 2025. The amendment, in the amount of $1,800,000, is expected to be received by the Houston-Galveston Area Council (H-GAC) following Board approval in October.
Expected Impact:
To ensure continuity of operations during this interim period, the Sheriff’s Office seeks this discretionary match to support the FY26 Motorist Assistance Program (MAP), Incident Management Unit (IMU), and Tow and Go Program.
Alternative Options:
If this temporary budget transfer, Harris County would forfeit the ability to continue funding salaries for the Motorist Assistance Program, Incident Management Unit, and Tow and Go. As a result, the county would lose the capacity to assist with or remove stalled and abandoned vehicles from Harris County highways.
