Background and Discussion:

Request for approval to award contract to American Institutes for Research for the execution of comprehensive evaluation of the Community Health and Violence Prevention Services Division programming for Harris County Public Health for the period of START through ENDING.

Harris County Public Health, Community Health and Violence Prevention Services (CHVPS) Division uses public health approaches to prevent and disrupt violence, as well as provide the appropriate level of response for residents experiencing non-emergency health, behavioral, and/or social welfare concerns in Harris County through two programs - the Relentless Interrupters Serving Everyone (RISE) (comprising the Community and Hospital Violence Interruption Programs), and the Holistic Assistance Response Team (HART).

CHVPS was established with goals to prevent violence and improve the health, wellbeing, and self-sufficiency of Harris County community members. Since March of 2022, the RISE and HART programs have fostered meaningful relationships with residents, businessowners, and partners, garnering the trust of community members and groups. RISE’s focus on engaging individuals at the highest risk of being victims or perpetrators of violence has resulted in the successful mediation and interruption of potential instances of gun violence. HART has significantly impacted Harris County, assisting with welfare checks, suspicious

persons, mental health, and other non-emergent 911 callers, thus helping to reduce unnecessary reliance on law enforcement, Fire, and EMS for non-emergent, social services, mental and behavioral health, and low-acuity medical-related issues addressed on-scene and pre-hospital.

Approving the award for evaluation of the CHVPS programs will provide Harris County with an objective comprehensive external evaluation of key performance indicators (KPIs), and other performance measures, inform the continuous quality improvement (CQI) process, increase the capacity of CHVPS personnel and partners to effectively respond to and serve residents of Harris County.

Expected Impact:

The comprehensive external evaluation, in addition to and outside of HCPH, will offer a fresh perspective, and identify strengths and weaknesses more objectively. The vendor has assigned a very diverse research and evaluation team whose collective knowledge and experiences propose to use rigorous methods germane to violence prevention and alternative response models to analyze data, providing evidence-informed insights into program outcomes and resource utilization.
