Request Summary (Agenda Caption):
title
Request for approval to utilize a CMAR (Construction Manager-at-Risk) delivery method for the Harris County Sheriff’s Office Swift Water project, and the Purchasing Agent be authorized to issue a Request for Qualifications (RFQ) and administer the selection of the Construction Manager based on reputation and quality. Once selected, the CMAR would assist the Architect of Record with constructability, value engineering, and cost estimates, and all phases of work under the CMAR will be publicly bid and the bidding process will be overseen by the Purchasing Agent and their office, Precinct 1.
end
Background and Discussion:
On 04.04.2023, Commissioner Court approved authorization to initiate the design and construction of the Swift Water Training Facility, located at 1731 Hugh Road in Precinct 1, as part of the 2022 Safety Bond program Proposition 1. After completing the RFQ process, PGAL was awarded an agreement for professional services on the 01.30.24 court. The new HCSO Swift Water Facility will include a metal building approximately 9,500 sf. It will include classroom space, storage space for equipment, mechanical/electrical room, and bathrooms. The bulk of the building area will house an indoor water tank designed to provide a realistic training environment to simulate flood rescue situations.
Expected Impact:
Advertisement of the CMAR will allow the County to have a General Contractor under contract to work with
the County during the design phases to help manage the budget, schedule, and to help procure long-lead
items that will be needed for the Harris County Sheriff’s Office Swift Water project.
Alternative Options:
The alternative would be to not use a CMAR that would aid the county with long-lead items, constructability reviews, value engineering and cost estimating services. This would likely lengthen the completion schedule.
