Background and Discussion:
On March 11, 2021, the American Rescue Plan of 2021 (ARPA) was signed into law. ARPA includes the State and Local Fiscal Recovery Funds (SLFRF), designed to support state and local governments in recovering from the economic impact of the COVID-19 pandemic. Within SLFRF, there are two key components: the Coronavirus State Fiscal Recovery Fund (CSFRF) and the Coronavirus Local Fiscal Recovery Fund (CLFRF). Together, CSFRF and CLFRF aim to promote a robust recovery by ensuring that both state and local governments have the resources needed to effectively respond to the challenges posed by the pandemic.
On October 29, 2024, Commissioners Court approved the allocation of ARPA SLFRF and General Funds to 22 organizations. These organizations will implement Community Facilities and Infrastructure Investments (CFI) projects to: 1) reduce the number of residents experiencing homelessness, housing insecurity, or food insecurity; 2) expand access to healthcare and behavioral health supports; and/or; 3) reduce violent crime, domestic violence, or sexual abuse.
Expected Impact:
The project activities will support low- to moderate-income households presumed to have been affected by COVID-19. The total cost of the listed agreements is $11,306,375.00 funded by ARPA SLFRF. Approval of these agreements will enable the County to enhance service delivery for food distribution, housing assistance, healthcare services to include mental health care, and basic needs services.
