Background and Discussion:
In response to the destruction wrought by Hurricane Harvey that underscored critical shortages in Harris County’s inventory of affordable homes, Harris County’s Single-Family New Construction Program (SFNCP) matches individuals and families with opportunities to purchase new affordable homes in growing developments throughout the county.
Scope of work - Task Order 6: This phase of construction consists of the infrastructure development to support single-family affordable housing. This includes construction of roadways and sidewalks, Installation of sanitary sewer and storm systems, pavement improvements, construction of a lift station and detention ponds to serve East Aldine Estates in Precinct 2.
PCO-3: Installation of 10-Inch SDR-26 PVC, Influent Gravity Line to Proposed Lift Station.
The plans call for a 10-inch sanitary influent line connecting Manhole No. 1 to the proposed Lift Station. However, there is no bid item listed for 10-inch SDR-26 PVC pipe. To proceed with the installation as designed, a change order is necessary to add a new pay line item: "10-Inch SDR-26 PVC Influent Gravity Line to Proposed Lift Station." The proposed Change Order adds an additional cost of $3,400.05 which represents approximately 0.08 % of the total project budget.
PCO- 3: Cost: $3,400.05 Time: 0
PCO-4: Buried Trash below 4 feet. During excavation on the long-side sanitary sewer service leads along Whistle Stop Lane at stations STA:7+16 and STA:9+12, the contractor encountered buried trash at a depth exceeding 4 feet. These sections were also found to retain water, likely due to the prolonged presence of the buried trash, which altered the excavation conditions. Since the trash was buried prior to the start of construction and located below the 4-foot depth threshold, it was not detectable through site surveys or disclosed in the contract documents. This qualifies as an unforeseen site condition. To proceed with the work, the material must be excavated, transported, and disposed of at a legally authorized place. In response, the contractor was directed to remove the trash and submit a Request for Information (RFI) along with a cost proposal for the additional scope. Consequently, a Change Order was issued, adding to the project cost of $6,456.45, approximately 0.16% of the total project budget.
PCO- 4: Cost: $6,456.45 Time: 0
PCO-5: Installation of three 24 & one 30- inches brick plugs and two Circular Grate top (LS)
At 13531 Russ Drive, the project progress was obstructed by a large structure located within the county’s right of way. This structure is connected to electrical systems and is situated near active sprinklers and a septic tank, making it unsafe for the contractor to proceed. To avoid further delays and accommodate these constraints, the Engineer of Record (EOR) proposed an alternative drainage alignment that bypasses the septic tank system, sprinklers, and electrical connections. This field adjustment necessitates additional work that incurs an additional cost of $7,150.00, which represents approximately 0.17% of the total project budget
PCO- 5: Cost: $7,150.00 Time: 0
PCO-6: Elevation Conflicts at Safety End Treatments (SET) location: Plan Sheet No.: 23 of 57.
At STA 2+90 on Connorvale Road, the flow lines of the existing Safety End Treatments (SET) on both sides are significantly lower than the adjacent roadway elevation. The limited space between the edge of the roadway and the SET does not allow for a slope that meets acceptable standards. To address this issue, a field adjustment has been proposed to remove and dispose of the existing SET and install inlet structures at this location to ensure proper drainage. These will be accompanied by reinforced concrete riprap or sloped paving to ensure the new grate elevation aligns with the existing ditch flow line.
Additionally, this solution eliminates the need for extra guardrails on both sides, resulting in cost savings. As a result of field conditions, supplementary work is necessary for this adjustment, incurring an additional cost of $13,300.00, approximately 0.32% of the overall project budget.
PCO- 6: Cost: $13,300.00 Time: 0
PCO-7: 6’x5’ RCB 8’’ Brick Plug - Plan sheet 23
As per plan sheet 23, the plans call for a proposed brick plug for the 6’x5’ RCB's at STA:3+15. However, there is no bid item listed for brick plug for the 6’x5’ RCB's. To proceed with the installation as designed, a change order is necessary to add a new pay line item: "8'' Brick plug 6’x5’ RCB's”. The proposed Change Order adds an additional cost of $8,793.09, which represents approximately 0.21 % of the total project budget.
PCO- 7: Cost: $8,793.09 Time: 0
PCO-8: Prime Coat & Tack Coat
For the installation of black base under bid item 85, a prime coat is generally required to ensure proper bonding with the base, and a tack coat is needed to bond with the asphalt layer, in accordance with Specifications sections 314 and 312. However, these components (Prime Coat &Tack Coat) were not included in the original bid items. Since both are essential for the base and asphalt binder, the OCE and EOR have determined that these items should be added through a change order. The proposed Change Order adds an additional cost of $3,300.00, which represents approximately 0.08 % of the total project budget.
PCO- 8: Cost: $3,300.00 Time: 0
PCO-9: Televise Storm Lines - CCTV Inspection of the storm lines.
The initial contract did not include Televise Storm Lines- CCTV inspection of the storm lines. However, OCE recommended the installation of CCTV to assess the condition of the storm sewer and document potential issues such as cracks, blockages, or signs of deterioration, as well as to identify any construction deficiencies. In response, the contractor was asked to submit a Request for Information (RFI) along with a cost proposal for this additional scope of work. As a result, a Change Order was issued, adding $29,353.50 to the project cost and an additional time of 10 Calander days. This change represents approximately 0.72% of the overall project budget.
As this additional scope of work was added close to the project's substantial completion, extra time is necessary to accommodate material procurement and the installation of CCTV systems. Specifically, 6 days are required to account for material lead times, subcontractor price submissions, and cost approval processes. An additional 4 days are necessary for the actual Televise Storm Lines- CCTV installation. In total, 10 additional days are required to complete this added scope. The time extension is necessary to complete this task and is proposed in accordance with Section 5.27 of the General Conditions.
PCO- 9: Cost: $29,353.50 Time: 10 calendar days
Summary of Change Order for PCO-3 through PCO-9: This Change Order results in a net increase of $71,753.09 to the total project cost and extends the contract duration by 10 calendar days. The change order accounts for approximately 1.74% of the overall project budget.
The County issued the Project’s Notice to Proceed on 09/04/2024. Per Section 5.3 of the Contract’s General Conditions, the work was to be completed within 180 days of the Notice to Proceed, or by 03/03/2025. With this and all other prior approved change orders, the work is to be completed within 330 days of the Notice to Proceed, or by 07/31/2025.
Expected Impact:
The changes enable adding new item quantities to the contract, ensuring the project aligns with its originally intended objectives. This change order adds $71,753.09 to the project contract amount and extends the contract duration by 10 calendar days, adjusting the project completion date to July 31, 2025.
Alternative Options:
The County could elect to approve the requested task or choose to reject it. However, if not approved,
the roadway and other infrastructure constructions will not be completed.
