Background and Discussion:

Harris County provides health and related benefits coverage to approximately 18,400 employees, 6,500 retirees and 18,100 of their dependents for a total of 43,000 members. Harris County is self-insured for medical benefits (including prescription drugs) and pays an administrator a monthly fee for adjudication and payment of claims (according to the plan document), network management, utilization and disease management, wellness programs, employee assistance program (EAP), flexible spending administration, etc. Stop loss coverage is also purchased by the County to mitigate high-cost claimants and the appropriate coverage amount will be determined by HRRM before renewal.

This request is for approval of the first of four (4) one-year renewal options with Aetna for the period of January 1, 2025 - December 31, 2025.

Expected Impact:

The renewal provides Harris County’s covered members continuation of their medical, prescription drugs, flexible spending accounts, wellness programming and EAP benefits. The FY 25 cost indicated below represents administration fees (net of credits) for the medical and prescription drug plan, flexible spending accounts, an EAP with dedicated mental health clinicians, a wellbeing portal, and stop loss insurance, as well as projected medical and pharmacy claims with the selected vendor.
