Background and Discussion:
This project includes the construction of four 11-foot-wide concrete pavement with a 24-foot median, and 8-foot-wide sidewalk along both sides West Gulf Bank Road from Interstate 45 Freeway to Airline Drive. It also includes the drainage improvements.
The change order includes the following:
- Due to a work conflict, the bus pad at the northeast corner of the Airline intersection had to be removed and reinstalled. Precinct 2 directed Harris County to proceed with full removal and replacement. The Engineer of Record provided recommendations to minimize the impact on the newly constructed bus pad while ensuring proper gutter line construction. This change order will add 2 days and additional cost of $8,031.19 to the contract.
- To address drainage concerns at Station 146+70LT, where the proposed sidewalk would block water on private property, the Engineer of Record revised the design. An A-inlet was added between the existing waterline and the proposed storm sewer, positioned under a metal plate sidewalk as originally detailed in the plans. Additionally, the sidewalk alignment was adjusted behind the curb, allowing the two proposed A-inlets to be raised to match the existing ground elevation, thereby eliminating the need for the metal plate. The driveway table has been updated accordingly to reflect these modifications. This change order will add 1 days and additional cost of $2,950.66 to the contract.
- To address the drainage concern at Station 154+30, where the existing grade at the fence on the northwest corner of Airline is below Top of Concrete with no inlet shown, the Engineer of Record has revised the design. An A-inlet has been added between the Right of Way and the proposed storm sewer, which will connect to the back of the C-inlet near the Northwest radius of the Airline intersection. This change order will add 1 days and additional cost of $6,069.70 to the contract.
- An additional driveway has been added per the request of Precinct 2. The sidewalk and driveway table have been updated to reflect this change, ensuring the sidewalk is moved behind the curb and the driveway ends at the Right-of-Way to avoid modifications to the property owner's gate. This change order will add 2 days and additional cost of $8,015.5 to the contract.
- The proposed traffic signal electrical services are all overhead, requiring compliance with CenterPoint's distance specifications of 10-60 feet from the power drop, with no crossings. The Engineer of Record concurs with relocating the service pole to the southwest corner and boring under the roadway. A CenterPoint representative visited the site, met with the engineer, and approved the plan. The contractor has submitted pricing for the Cobbleshire intersection, additional conduit, bore, wire, and disconnect. This change order will add 5 days and additional cost of $18,854.79 to the contract
- Utility conflicts along Sweetwater-including two MCI manholes and a power pole-are preventing installation of the proposed storm sewer and junction box (JB). The Engineer of Record has uploaded revised plans showing the existing inlet and part of the 3x2 RCBs to remain, with a new no-access JB connecting to the proposed 5x2 RCBs across West Gulf Bank Road. This change order will add 2 calendar days and additional cost of $2,245.23.
- Unstable soil conditions were encountered at approximately 14 feet during drilling for the proposed traffic signal foundations at Airline Drive intersection, Cobbleshire intersection, and Sweetwater intersection, which range from 15.2 to 22 feet in depth. Due to repeated cave-ins, all foundations were installed using the slurry method in lieu of the standard drilling and pouring technique. This change order will add 5 calendar days and additional cost of $40,384.49.
- The original plan to replace a force main and manhole in the intersection was revised due to City of Houston restrictions on lift station shutdowns, allowing only 4-hour windows on weekdays during non-peak hours. Coordination began on February 24, 2025. After City of Houston inspected and approved the existing manhole for reuse, the scope was reduced to replacing only the pipe in conflict with the Reinforced Concrete Box. City of Houston required a contingency bypass plan, and the revised design and plan were submitted on May 13, 2025. Construction and connection were completed by May 30, 2025. The extended coordination and approvals impacted the contractor’s critical path and caused project delays. This change order will add 95 additional days, and additional cost of $19,834.57.
- The City of Houston delayed the connection of the 12-inch waterline, which prevented completion of the 4x2 reinforced concrete box (RCB). Although testing was requested and an in-service letter was later issued, the City of Houston could not determine how to isolate the existing waterline on Ver Lee Court for the wet connection as shown in the plans. The issue remained unresolved for several weeks, impacting the contractor’s critical path. The connection was completed once the City of Houston resolved the isolation issue. This change order will add 52 calendar days to the contract.
- Street sign poles were changed from Harris County standard specifications to high visibility galvanized circular 2-7/8" posts with compatible breakaway bases, per Precinct 2 guidelines. This change order will add additional cost of $23,357 to the contract.
Expected Impact:
Increase the total cost for the contract and adding additional days to the contract time.
