Background and Discussion:
On June 26, 2025 Commissioners Court approved an agreement with PGAL, Inc. for renovation and improvements design of the new Sheriff's Office Patrol Station (V) for the Office of the County Engineer. Along with housing patrol units, the facility will have interview rooms, administrative offices, training and conference rooms, break rooms, and exercise and locker facilities. The Harris County Sheriff's Office (HCSO) will relocate from the existing District 5 location off State Hwy 249 to this new location which better aligns with district patrol boundaries. This amendment to the agreement will include additional services related to abatement/removal oversight and project coordination, Phase II Environmental Site Assessment, and plan revision services.
Expected Impact:
Approval of this Professional Services contract amendment will provide continued Technical Consultant services to the Harris County Sheriff's Office for the new patrol station and allow additional necessary services to complete the project. Hazardous materials were found in the building, therefore, abatement/removal oversight and project coordination will be required prior to construction including abatement compliance monitoring, as required by statute, and clearance inspection for regulated mold removal, as regulated by Texas Department of Licensing & Regulations (TDLR). In addition, a limited Phase II Environmental Site Assessment be performed to characterize and determine physical limits of potential contamination previously found during geotechnical soils testing.
Alternative Options:
The County could elect to reject the request. However, if not approved, the lack of Technical Consultant advising the HCSO would inhibit the ability to complete the project.
