Background and Discussion:
The Department of Economic Equity and Opportunity (DEEO) Worker and Community Protection subdivision provides wage rate compliance services for Port Houston Authority projects in accordance with Texas Government Code Chapter 2258.
This Interlocal Agreement is for FY2027, the period of performance is October 15, 2026, to September 30, 2027. This agreement is the annual renewal. The prior approved agreement was for FY2026 performance period of October 1, 2025, to September 30, 2026. DEEO and Port of Houston Authority reviewed the prior agreement to ensure terms, including the scope of work and cost evaluation, are updated and the cost of services is fully captured in the agreement. The agreed amount is $123,222.18 for Prevailing Wage Compliance Services provided by DEEO.
Expected Impact:
The Department of Economic Equity and Opportunity will use the fees collected from this agreement to secure the resources required for prevailing wage monitoring of construction contract compliance. Ongoing cost expenditures include staffing, equipment, supplies, travel, and Labor Compliance Software costs. The expected impact is to ensure contract compliance and worker protections on Port of Houston projects in accordance with Texas Government Code Chapter 2258.
Alternative Options:
Not approving the renewal agreement will impact the Department of Economic Equity and Opportunity’s ability to monitor construction projects for the Port Houston Authority and provide wage adherence for Harris County workers on Port of Houston projects.
