Background and Discussion:

Transmittal of the award of agreement between CSCD and Santa Maria.  The awarded vendor will provide community-based transitional housing services.  CSCD will be utilizing its existing State and County funding to pay for the services.

After evaluation, it was determined that Rainbow of Love, Inc. should not be considered for award due to a number of considerations, which included, but were not limited to the following:  there was a lack of sufficient detail in the vendor’s proposal to determine whether the vendor met the RFP’s requirements and to demonstrate the vendor’s experience in providing the requested services; it was unclear whether the vendor has experience working with justice-involved, adult clients, with substance use and mental health needs; and there was insufficient detail to determine a number of matters, including whether the vendor’s facilities were accessible to public transportation or how the vendor would handle culturally diverse client populations.

Expected Impact:

The awarded vendor will provide community-based transitional housing services for CSCD, and the award allows CSCD to continue to provide these services.
