Background and Discussion:
During the FY24 Budget process, Commissioners Court approved additional American Rescue Plan Act Local Fiscal Recovery Fund Commitments. $28M in additional jail capacity and 19.5M to support the General Fund budget overall. This item is confirming the obligation and process outlined in the previous budget process. OMB has worked with OCA and compliance partners, to identify eligible labor expenses in the general fund to move to ARPA. OMB will work with relevant offices to complete the transaction to move the expenses from the general fund, onto ARPA and transfer the corresponding budget into the budget reserves.

An appropriate fiscal adjustment for the commitments in the general fund budget process.

To not complete the transaction outlined in the FY24 budget process, which would result in a deficit in the budget.
