Request for approval of an award on the basis of highest overall evaluation with SpawGlass Construction Corp. for construction manager at risk for the construction of the Sheriff’s Office Active Shooter Training Facility for the Office of the County Engineer (250331), MWBE Contracted Goal: 14.14%.

Background and Discussion:
Currently the agency is sending our entire Patrol Bureau through Advanced Law Enforcement Rapid Response
(ALERRT) training. This training is being conducted offsite. Active Shooter training consists of reality-based
training (scenarios). The Harris County Sheriff’s Office is committed to further educating our personnel to better serve the citizens of Harris County. On May 22, 2025, Commissioners Court approved an agreement with Brinkley Sargent Wiginton Architects, Inc. for professional design services for the New Active Shooter Training Facility as part of the 2022 Safety Bond Program, Proposition A. The new facility will include Office areas, Breakroom for 16, two Classroom/Clearing/Debrief, Equipment Dispense areas and two Sims training (scenarios) areas.
Amount Approved/Estimated Cost (CC-approved 5/7/2024, File #: 24-2817, Agenda #: 28)
Expected Impact:
Request for approval to award a contract to the CMAR based on the highest overall evaluation. This will allow the County to engage a General Contractor during the design phases to assist with budget and schedule management, provide constructability reviews, support value engineering, and facilitate the procurement of long-lead items necessary for the expansion of the existing facility to meet future demands.
Alternative Options:
The alternative would be to proceed without a CMAR, which would limit access to contractor input during design, including constructability reviews, value engineering, cost estimating, and early procurement of long-lead items. This approach would likely result in a longer overall project delivery schedule.
County Strategic Plan Goal: 1. Make Harris County safer and more just.
