Background and Discussion:

This pilot for Precinct 4’s projected community composting program will educate Precinct 4 citizens, produce a measurable amount of compost through community collection, and benefit four community gardens, with the amount of resulting produce also measured.  A community drop-off station for household organic waste will be constructed at Bear Creek Pioneers Park and operate through the combined efforts of staff and volunteers. The resulting compost will be transported to benefit four community food gardens in four county parks: Glazier, Kleb, Freed & Burnett Bayland.

Education and Outreach are important components of project execution.

Expected Impact:

Impact and ROI will be measured in terms of pounds of compost generated from organic waste and pounds of food harvested at community food gardens, held again staffing and land use costs.  Other measures will be community response and engagement. These measures will be used to judge the effectiveness of the pilot and its scalability.

Alternative Options:

(1) Precinct 4 establishes a pilot composting program using Harris County funds. (2) Precinct 4 does not establish a pilot composting program, and the public does not receive the benefit of reducing the amount of reclaimable waste now going into landfills through reuse.
