Background and Discussion:
The Harris County Industrial Development Corporation (HCIDC) was established by the County on July 23, 1981, with the approval of its articles of incorporation and bylaws. Its duties are for: “the promotion and development of industrial and manufacturing enterprises to promote and encourage employment and the public welfare and to finance projects as defined in the Act.” HCIDC has the capacity to assist non‐governmental entities in developing new or expanding business enterprises through the issuance of Private Activity Bonds that comply with Chapter 501.
