Background and Discussion:

The Industrial Unit is comprised of two Deputies with specialized training in the fields of Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE). The Industrial Unit is utilized in Emergency Management during incidents involving CBRNE, such as chemical and refinery facility’s chemical releases, fires, explosions, bomb threats, etc. During a CBRNE event, the Industrial Unit liaises with the Harris County Office of Emergency Management, as well as other local, state and federal agencies.

Expected Impact:

The basic mission of The Houston Ship Channel Security District is the safety and security of Port Houston and the communities it serves. The Harris County Sheriff’s Office supports their mission.  Due to the specialized response to a CBRNE event, Personal Protective Equipment (PPE) must be carried and utilized by the Deputies, such as Self Contained Breathing Apparatus (SCBA), chemical detection equipment and radiological detection equipment. A dedicated response vehicle is needed for a quick response and deployment of necessary equipment and PPE. The vehicles would be equipped, in such a manner, as all equipment would be specifically staged for deployment within specialized compartments and always at the ready. These vehicles would be purposefully designed and built to assist the Industrial Unit with the specific tasks to manage emergencies as well as their day to day proactive duties to the communities they serve.
