Background and Discussion:
Funded by the U.S. Department of Energy (DOE), the ZEEBRA program supports consumer electronics and battery recycling education and participation in Harris County.
DOE issued Award Modification 0001, effective June 1, 2026, extending Budget Period 1 through December 31, 2026 and the total grant period through December 31, 2028. On July 30, 2026, Commissioners Court approved acceptance of the award modification and its updated Special Terms and Conditions.
Harris County previously executed and amended a subrecipient agreement with Houston Zoo, Inc. for implementation of the ZEEBRA program. A second amendment is needed to incorporate changes from DOE’s amended award into subrecipient agreements - including updated budget period terms and updated Special Terms and Conditions for the award.
Expected Impact:
Approval of this amendment will ensure continued implementation of the ZEEBRA program and alignment of subrecipient activities with updated project timelines and budget requirements.
Alternative Options:
To not approve the second amendment, which could create misalignment between the DOE award and the subrecipient agreement and risk delays or grant compliance issues.
