Background and Discussion:
This position was vacated on Feb. 1, 2025, when the former member was appointed as Chair of the Board. Because statute requires the position to be filled within 45 days of it becoming vacant (Feb. 1st), the court should act on this appointment prior to the next regularly scheduled court meeting. The Pilot Board has exclusive jurisdiction over the piloting of vessels in Harris County Ports, including intermediate stops and landing places for vessels on navigable streams wholly or partially located in the board’s jurisdiction. The nine-member board is comprised of members appointed by the City of Houston, Harris County, the City of Pasadena, Harris County Mayors’ and Councils’ Association, and the Governor.
Expected Impact:
Appointment to a vacant at-large seat previously nominated by the County Judge, which will enable continuity of operations and leadership on the board. The incoming nominee should serve the remainder of the former member’s unexpired term.
