Background and Discussion:

In FY25 the CPRC program received a $205,127 grant from the Texas Office of the Governor's, Public Safety Office that provided funding from 9/1/24 through 8/31/25.  The same grant application has been submitted for FY26 seeking $200,987 in funding that would commence on 9/1/25 and end on 8/31/26.  A total of $19,650 in general funds is needed to cover salary and benefits for the Program Coordinator (PCN #10020103) until the FY26 grant is awarded in October 2025.

The CPRC program is designed to serve children, parents and families involved in the child welfare system due to substance use as a contributing factor to child abuse and/or neglect. The goal of the program is to serve up to 15 families and 25 delinquent youth.  Currently, there is no operational specialty court in Harris County serving families, children or youth in either Temporary Managing Conservatorship (TMC), Permanent Managing Conservatorship (PMC) or Participation in Services (PIS) status identified as having drug and alcohol use or dependency.  As a result, identifying and implementing interventions for these participants will reduce downstream demands and recidivism.

Expected Impact:

Continuation of the Program Coordinator position is needed to manage the CPRC program.

Alternative Options:

There is no general fund budget for this program.  The program would not be able to function without the Program Coordinator.
