title
Transmittal by the Flood Control District to provide an update on the May 7th directive from Commissioners Court to create a countywide policy recommending best practices on how to improve efficiency and coordination with all agencies in regard to clean up and maintenance of the County’s floodways owned by the Flood Control District, especially as it pertains to unhoused individuals.
end
Background and Discussion:
On May 7, 2024, Commissioners Court discussed an item related to maintenance of the County’s floodways owned by the Flood Control District and unhoused people. During that discussion, the Flood Control District was directed to convene discussions with a variety of entities, including Harris County Precinct 2, the Harris County Sheriff’s Office, Housing and Community Development Department, County Attorney’s Office, City of Houston, Coalition for the Homeless of Houston/Harris County, Texas Department of Transportation and others on this topic.
To date, a number of tasks have been completed including review of existing policy and potential legal considerations, investigation of best practices and current guidelines for various agencies as well as numerous discussions to work through the best way to coordinate between a complex network of stakeholders as multiple entities address encampments on their rights-of-way.
Additional discussions are being scheduled to coordinate with law enforcement and additional entities who provide support services or other support to address homelessness. Teams will identify needed resources and solidify a policy and process in collaboration with all partners to address encampments and will return with an update once the policy is complete. As directed, this process will be specific to Flood Control District right-of-way.
Expected Impact:
Once finalized, the policy and process will ensure the Flood Control District is addressing encampments in a consistent way across its right-of-way.
