end
Background and Discussion:
The Highway Safety Act of 1966 created a coordinated national highway safety program through financial assistance to the States to accelerate highway traffic safety programs. State governments are required to develop and maintain a highway safety program in accordance with uniform standards established by the Secretary of Transportation. The TxDOT has invited safety projects from local governments to be funded through the Highway Safety Improvement Program (HSIP) and Harris County submitted an application for the Homestead Road Improvement Project, located in Precinct Two.
The project area on Homestead Road from I-69 to Mary Francis Drive features a mix of residential and commercial developments, along with an elementary school. Homestead Road is a four-lane roadway with a central median. The asphalt pavement width ranges from 48 to 72 feet, while the median varies between 20 and 32 feet wide. Drainage is managed through a combination of culverts, underground utilities, and inlets. The corridor lacks on-street parking and retaining walls but includes bus stops along its length. Traffic signals, crosswalks, and pedestrian push buttons are present at the start of the project limits.
The Homestead Road Improvement Project includes various improvements encompassing the construction of 6-foot-wide sidewalks on both sides of the street, along with curb ramps at intersections to comply with current accessibility standards. Fire hydrants and traffic signs will be relocated as necessary. Driveways will be repaired and regraded to accommodate the new sidewalks.
Expected Impact:
Applying for funding from the TxDOT for the Highway Safety Improvement Program will enable Harris County to secure $835,096 in federal grant funding. This funding will be used to implement safety improvements for the Homestead Road Project.
Alternative Options:
If Harris County does not submit an application to the TxDOT for funding, the project may have to be implemented using full local funding.
