Request Summary (Agenda Caption):
title
Request for approval to continue annual overtime payment for construction zone traffic control, lane closures and traffic control, DWI enforcement, aggressive driving enforcement, reckless driving enforcement, and toll enforcement on the toll road system at an approximate cost of $3,500,000.00 for fiscal year 2026 (Countywide).
end
Background and Discussion:
The FY2025 annual authorization was approved by Commissioners Court on February 13, 2025 to support law enforcement efforts on the tollway system. During the first three quarters of fiscal year 2025, these efforts led to 1,003 arrests for impaired driving. With an average daily traffic volume of 1,817,265 vehicles during Q1-Q3 of FY25, there were a total of 13 fatal crashes, resulting in three deaths directly related to impaired driving.
Expected Impact:
The funding will permit Harris County Toll Road Authority to continue to support beneficial roadway safety
programs ensuring public safety, and the resiliency of operations.
Alternative Options:
Overtime hours would be banked to employees’ compensatory time accounts, which increases paid time-off
and accumulation of additional compensatory time by other employees to cover approved absences. Most
agencies mandate a maximum of 120 hours, and federal law limits banked hours to 240 hours.
