Background and Discussion:
The ultimate purpose of this project is to achieve flood reduction benefits in the Dreamland Place, Barrett Settlement, and St Charles Place areas, located in northeast Harris County.
Expected Impact:
The proposed project will enhance the stormwater conveyance by adding a large subsurface box culvert and improving earthen roadside ditches, and Improvements to a proposed pumped stormwater detention basin. Modeled analyses reveal flooded structures stem from local drainage issues such as siltation and ineffectiveness of the road-side ditch system, as well as due to limited conveyance capacity across the SJRA canal. Ultimate drainage improvements have been recommended for this area which include:
- Improvements to the internal ditch system and the addition of stormwater inlets
- The addition of two storm sewer lines, one under FM 1942, and the other under Milo Drive and Sandman Avenue
- Connection to a proposed pumped detention pond
The proposed project will reduce the ponding depth during the 100-year event in Dreamland Place subdivision by more than a foot, and in the Barrett Settlement and Saint Charles Place subdivisions by more than quarter of a foot. The project is anticipated to provide full benefit to around 100 structures in the 100-year flood plain.
The project was assigned a prioritization score of 5.02, 2nd quartile.
Alternative Options:
The alternative to not approving this item would be to do nothing , which would result in the continued flooding risk to the Dreamland Place, Barrett Settlement, and St Charles Place subdivisions.
