Request Summary (Agenda Caption):
title
Request by the Office of the County Engineer for approval to advance Phase II of the Riverside Health and Safety Complex using a Design-Build delivery method, under which a single design-builder will be contracted to provide both design and construction services.
end
Background and Discussion: The Office of the County Engineer is requesting approval of $158,000,000 for the Preliminary Investment Memo for the Riverside Health and Safety Complex, submitted at the request of Commissioner Precinct 1. The Riverside Health and Safety Complex will be occupied by Harris County Public Health and a division of the Harris County Sheriff’s Office.
Additionally, approval is requested for $1,500,000 in commercial paper funding for the Harris County Engineering Department for professional architecture and engineering services (UPIN 24035MF36Q01).
On March 13, 2018, Commissioners Court authorized the purchase of Riverside General Hospital located at 3204 Ennis Street, Houston, Texas 77004. The project is scheduled for completion by March 2025, after which it will proceed to the next phase: the Riverside Health & Safety Complex. The site will serve as the new headquarters for Harris County Public Health (HCPH) and the ACCESS Harris initiative, which will provide preventative care and wrap-around services to the Third Ward community.
On August 10, 2021, Commissioners Court approved the inclusion of the Harris County Sheriff’s Office Vehicular Crimes Division in the permanent design for a new facility at the Riverside Campus.
Previous project phases included the abatement of all existing buildings, demolition of non-historic structures, restoration of the historic Riverside General Hospital building for the ACCESS Harris initiative, and renovation of the historic Nursing School and Utility Building for community engagement uses. The current phase includes the design and construction of a new building and parking garage to serve as the new headquarters for Public Health.
Anticipated Requests:
A Final Investment Memo for the Design-Build delivery of the Riverside Complex will be submitted. This will include construction support, IT installation, security systems, audiovisual requirements, furniture, fixtures and equipment, fees for authorities having jurisdiction, utility connection fees, and construction materials testing. The current total project estimate to complete the complex is $158 million.
Justification for selection of the Design-Build Delivery method:
The Design-Build method provides an opportunity to accelerate project delivery. This approach allows the County to begin certain components of work-such as the parking garage-before the full design is complete, reducing overall schedule duration and improving coordination.
Expected Impact:
None identified at this time.
