Background and Discussion:

The Harris County Office of the County Engineer (OCE) has developed the TIA Guidelines to assist in the development of TIAs. TIAs are tools that have historically been utilized to evaluate the interaction between existing transportation infrastructures and proposed land development projects. TIAs provide a large amount of information that can be used for several purposes, including documenting the growth of an area, assisting with planning activities, assessing immediate and long-term needs relative to infrastructure improvements, etcetera.

 

Expected Impact:

Adoption of the TIA guidelines will allow Harris County to:

                     identify adverse traffic impacts to the existing transportation system, surrounding communities, and to proposed developments.

                     assist in identifying and resolving issues related to driveways, turn lanes, traffic signals, segmental capacity, and other transportation facilities.

                     assist with long term planning such that the extension and growth of the transportation infrastructure may occur in a manner that is comprehensive in nature and supportive of the public good.

                     better regulate developments within Harris County.

 

Alternative Options:

Harris County can continue to operate with the existing regulations and guidelines, which will not provide the benefits of the updated guidelines.
