Background and Discussion:

In accordance with Texas Local Government Code Section 116.112(a) and the Harris County Investment Policy adopted pursuant to Texas Government Code Sections 2256.005(f) and (g), the County is required to designate a County Investment Officer responsible for the investment of public funds.

Due to an upcoming leadership transition within the Office of Management and Budget, OMB recommends appointing Diana Elizondo, currently serving as Investment Director, as County Investment Officer to ensure continuity of investment oversight and compliance with applicable statutory requirements.

Expected Impact:

Approval of this action will maintain the County’s compliance with the Texas Public Funds Investment Act and the Harris County Investment Policy by ensuring uninterrupted designation of a County Investment Officer. This action supports continuity of investment operations and fiduciary oversight of public funds and has no fiscal or personnel impact.
