Background and Discussion:

The ARPA Food & Nutrition Portfolio was established to address food insecurity in Harris County by expanding access to nutritious, culturally appropriate foods in communities disproportionately impacted by the COVID-19 pandemic. Under this initiative, Harris County Public Health awarded funds to Houston Food Bank to support procurement and distribution efforts through its extensive network of local partners.

This third amendment extends the term of the agreement through October 31, 2026, and adds $1,259,908 to continue and expand food distribution services. These additional resources will support the ongoing delivery of healthy foods to underserved populations and strengthen community-based food access across the county.

Expected Impact:

Extending the term of the agreement will support the continued delivery of nutritious, culturally appropriate food to food-insecure populations in Harris County. The additional non-federal investment will enable Houston Food Bank to maintain and expand distribution efforts through its network of partners. This amendment builds on prior ARPA investments and ensures that resources are used effectively to advance the County’s Food & Nutrition strategy.

Alternative Options:

•                     Take no action - Funds would remain unallocated, reducing the total volume of food distributed and

potentially delaying relief for food-insecure residents.

•                     Redirect funds to another subrecipient - May cause administrative delays and require additional vetting and contracting, which could slow food delivery.
