Background and Discussion:

This project aims to construct a modern district patrol station with workspaces that can accommodate approximately 250-300 officers. Along with housing patrol units, the facility will have interview rooms, administrative offices, training and conference rooms, break rooms, and exercise and locker facilities. The HCSO will relocate from the existing District 5 location off State Hwy 249 to this new location which better aligns with district patrol boundaries. The current phase of the project is Consultant Procurement.

Expected Impact:

Recent district patrol boundary changes will improve the Harris County Sheriff's Office’s (HCSO) ability to provide public safety services throughout the County. Currently, the HCSO is making changes to the boundaries of District Patrol to improve response times, ensure officer safety, and balance the calls for service across all HCSO districts. This new District 5 location and the new District 6 are expected to result in improved response times across all districts, better community policing efforts, and stronger relationships with community stakeholders. A new substation is needed in response to the increasing calls for service in District 5. Currently, the existing substation is located within the boundaries of District 1 and needs to be repositioned to serve the community best. Investing in a new substation at 13103 FM 1960 (Wortham Blvd) will provide deputies with a dedicated and well-equipped workspace. This will help improve communication, collaboration, and morale.

Moreover, the new Patrol Station will serve as a welcoming space for community engagement. It will facilitate outreach programs and help build stronger relationships between the Sheriff's Office and the residents of District 5.

Alternative Options:

Acquiring undeveloped land, architecture consulting, and constructing a modern 30,000-square-foot police station are alternative options.
