Background and Discussion:

Funded by the U.S. Department of Energy (DOE), the Energy Efficiency and Conservation Block Grant (EECBG) program is a formula grant designed to assist states, local governments, and Tribes in implementing strategies to reduce energy use, to cut carbon emissions, and to improve energy efficiency.

Expected Impact:

The grant extension would allow Harris County to continue spending down the allocated grant funds towards projects that help advance energy efficiency and resource efficiency initiatives in Harris County through September 30, 2026. A majority of projects are contracted and in progress. Activities include building efficiency for county facilities, community energy planning, energy infrastructure for resilience, composting pilot, Safe Routes to School plan, and solar-powered electric vehicle charging infrastructure.

 Alternative Options:

To not approve the no-cost grant extension.
