Background and Discussion:
The Rules of Procedure, Conduct and Decorum establish a set of rules for the governance of Commissioners Court meetings. Section V (Court Procedure) outlines how the Court conducts its meetings and enforces decorum. The proposed changes aim to clarify the procedure for motions made during a Court meeting.
New Proposed Procedure: when a motion is made and properly seconded, the presiding officer will ensure all Court members understand the motion by restating it or requesting that the Clerk of Court restate it for the record.
• Staff will capture the motion language as stated and display it on the screen in the courtroom for Court members and the public throughout discussion and voting.
• Following the vote, the presiding officer will announce the result, including each Court member’s vote and the final count.
