Background and Discussion:

Demands on jail staffing have increased in recent years. The number of courts requiring additional staffing has increased, the number and types of inmates requiring specialized housing or additional supervision has increased. HCSO has used all available tools and funding to stretch existing staffing, while maintaining Texas Commission on Jail Standards (TCJS) requirements. Aside from being costly, extended periods of overtime take a toll on staff and have become unsustainable.  Additional staffing is necessary to consistently meet requirements set by the state and reduce stress on our existing workforce.

Expected Impact:

Create operational efficiencies, reduce overreliance on mandatory overtime, and bring HCSO jail staffing numbers closer to what is needed to adequately staff all posts.  This staffing request would allow the Sheriff’s Office to reduce overtime and ensure adequate coverage for all inmates currently housed in Harris County facilities.  It will also provide enough court coverage for afternoon dockets, which will aid in jail population reduction efforts. This will also allow for a reduction to the current number of inmates that are being outsourced.

Alternative Options:

Continue to operate inefficiently and out of compliance with state jail standards despite stressing existing staff with mandatory overtime.
