title
Request for approval of a Professional Services Agreement with BGE Inc. for Construction Phase Services in the amount of $249,573.00 in connection with Cedar Bayou Park East and West Subdivision Drainage Improvements - 2018, UPIN 19102MF15W01, Precinct 2, MWBE Contracted Goal: 11.316%.
end
Background and Discussion:
The project is located in Baytown, TX, approximately 1.2 miles south of Interstate Highway 10 and 0.1 miles west of the Harris County line. Cedar Bayou Park East and West drains by roadside ditches with some intermittent storm sewers. The major drainage system collector is Harris County Flood Control District (HCFCD) channel Q13-00-00 which drains the neighborhood from Sjolander to the outfall location at Bayou Boulevard. The proposed improvements in the subdivision are to regrade roadside ditches, install storm sewer beneath ditches, construct driveways and driveway culverts, and construct a storm water detention basin. The additional funds will cover the construction phase services agreement to allow for construction oversight of the project.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Cedar Bayou subdivision. Engineering support during the construction of the improvements is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Cedar Bayou Subdivision area, Harris County, and FEMA. The fiscal impact for this project will come from the 1070 Mobility Fund with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.
Alternative Options:
The County could elect to fund the requested task or choose to reject it. However, if not approved, the project may not be constructed as engineered. As a result, the community may continue to experience flooding in the subdivision.
