Background and Discussion:

It is recommended that the Harris County Flood Control District be authorized to accept an amendment to the United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) Grant Award for three projects under the Emergency Watershed Protection (EWP) Pilot Program.

 

This grant award amendment will continue to provide financial and technical assistance to the Flood Control District for floodplain restoration under a pilot program in Harris County. The grant is being used for the construction of three stormwater detention basins and minor tributary conveyance improvements in within the Armand Bayou, Greens Bayou, and the White Oak Bayou watersheds to provide flood damage reduction to the surrounding communities and meet NRCS goals of restoring previously developed areas to the floodplain. The award consists of $28,000,000 of federal funds with no required cash match from the Flood Control District. The amendment extends the period of performance by 365 days with no change in funding.

 

Expected Impact:

The Brookglen Area Flood Risk Reduction Project, B512-02-00-E001, will restore 40 acres along Armand Bayou tributary to restore natural hydraulic connectivity with mitigating storage volume to reduce flood risk in the Brookglen subdivision and surrounding areas in southeast Harris County. The restoration of these 40 acres will produce approximately 140 acre-feet of additional floodplain storage.

 

Arbor Oaks Stormwater Detention Basin, E500-25-00-E001, will restore 70 acres former subdivision to a properly functioning floodplain. This restoration will produce approximately 700 acre-feet of additional floodplain storage as well as provide flood risk reduction to approximately 1,800 structures.

Lauder Stormwater Detention Basin (Phase II), P500-06-00-E006, will restore a 115-acre former subdivision along Greens Bayou in northeast Harris County. This restoration will produce approximately 900-acre feet of additional floodplain storage and reduce the risk of more frequent structural flooding between Beltway 8 and US 59 in Harris County.

 

The Flood Control District will utilize its resources and applicable consultants during the engineering and construction phases of the project, as well as the management of the grant approval process, in compliance with all Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

 

Alternative Options:

The alternatives are: 1) not to accept the grant amendment, wherein awarded unused grant funding would be returned to NRCS at the end of the existing period of performance on October 1, 2024, and projects lose funding, or 2) the projects’ engineering and construction will need to be funded entirely with local funding.
