Background and Discussion:
Ralston Acres is in northeast Harris County, Precinct 1. The project site is generally bounded by Greens Bayou (P100-00-00) to the west, Spicewood Ln to the north, CE King Parkway to the east and the Beaumont Freeway (Business US 90) to the south. The local drainage system is composed of roadside ditches less than two feet deep and driveways culverts. The proposed improvements include the design of an enclosed storm sewer system with a shallow swale above along John Ralston Road. The project also includes a wet bottom detention basin to mitigate adverse impacts not only for the Ralston Acres project but also for a portion of the Houmont Park Drainage Improvements project proposed to the north and east of subdivision. This agreement will permit the construction of a driveway across the CenterPoint Right of Way in Harris County, allowing access for maintenance vehicles both during and after construction.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Ralston Acres community. No impact on project schedule or cost anticipated. This Grant to Others agreement allows for the Harris County driveway across CenterPoint Right of Way to be constructed for use during and after construction for maintenance vehicles.
Alternative Options:
In order to complete the project as designed the Grant to Others Agreement must be executed to have the Harris County driveway constructed across CenterPoint Right of Way. The only option is to have both parties execute this Grant to Others Agreement.
