Background and Discussion:

The Flood Control District advertised a Request for Statement of Qualifications (RFSQ) for on-call Construction Materials Engineering & Testing Services for the establishment of a Registry and reserved the right to award under the RFSQ to the top ranked vendors. Based on an evaluation of qualifications and capabilities during the selection process, a recommended pool of eighteen vendors was selected. Approval for Authorization to Negotiate with all eighteen vendors is sought. Additionally, the Flood Control District will negotiate contracts with all 18 selected vendors from the RFSQ selection process to perform on-call Construction Materials Engineering & Testing Services for various Flood Control District projects.

Expected Impact:

Selected Firms will provide on-call construction materials engineering and testing to provide quality assurance for the identified projects resulting in quality and long-lived flood risk reduction projects for the residents of Harris County.

Alternative Options:

The alternative would be to individually advertise with an RFQ for each project, which would increase the resources involved in procurement processes and extend significantly the timelines of projects.
