Project Description:

When completed in 2017, the Institute of Forensic Sciences building, located at 1861 Old Spanish Trail, Houston, Texas, included 3 public elevators, one secure freight elevator, and a “future” passenger elevator.  A vast majority of the major components required to operate the “future” elevator were put in place during the original construction.  This is a request to install a passenger elevator in an existing shaft at IFS.  The project is expected to be completed prior to any additional construction projects at IFS, including the Morgue Expansion/Renovation and the DNA Lab Addition.

Project Scope:

At IFS, when evidence is being transported, only one elevator will be available for staff, vendors, and contractors.  The desire is to have the new elevator installed prior to construction.  This elevator will be dedicated to evidence transport only.  To maintain the integrity and authenticity of samples from the point of collection and following transport regulations, evidence must maintain chain-of-custody, which allows IFS to follow accreditation requirements while transporting evidence.

After the elevator is installed, the existing freight elevator will be dedicated for contractors/vendors/maintenance.  The new freight elevator will be dedicated for Evidence Transport.

Justification:

This new passenger elevator will allow IFS to follow accreditation requirements while transporting evidence.  It will also allow contractors exclusive use of the existing service elevator throughout the expansion projects (4th, 5th, and 6th floor).  After the expansion project is completed, the second service elevator will allow visiting contractors, vendors, and facility maintenance to seamlessly service IFS without interrupting daily IFS operations.

Alternatives and Engagement:

An alternative is not to install the elevator dedicated for evidence transport. The regulation mandates evidence to maintain chain-of-custody. Using the elevator shared for other purposes harms the integrity and authenticity of samples from the point of collection.
