Request Summary (Agenda Caption):
title
Request for approval of an encroachment agreement with Chevron Phillips Chemical Company LP, for the construction of the stormwater detention basin, maintenance berm with swale, all-weather access path and backslope interceptors within an existing easement near HCFCD Unit B112-00-00 and B112-02-00, Brookglen Stormwater Detention Basin (Armand Bayou Watershed, Bond ID C-06, Project ID B512-02-00-E002, Precinct 2).
end
Background and Discussion:
The goal of the Brookglen Stormwater Detention Basin is to maximize the storage capacity created by the detention basin to reduce flood damages in and around the Brookglen Subdivision in the vicinity of Willow Springs Creek (Unit B112-00-00) and B112-02-00 confluence. The project consists of constructing of South Detention Basin in the Brookglen Subdivision. Over 100 structures were inundated during Tropical Storm Allison (June 2001) and Hurricane Harvey (August 2017).
Expected Impact:
Approval of this encroachment agreement will allow this CDBG project to move forward.
Alternative Options:
The alternative would be to not take any actions, where the project will not be constructed at this location, and flood risks in this area will remain.
