Project Description:

Mission-capable helicopter that will allow for safe emergency, tactical, and rescue operations. The size of Harris County and traffic limitations impede ground response time to critical incidents. The ability to get above any situation quickly is also key for real-time intelligence, which can significantly increase the successful execution of operations on the ground.

Project Scope:

Acquisition of new helicopter.  Preference for Airbus H125/AS350, which would create training and maintenance synergy and uniformity with the department’s existing H125/AS350.

Justification:

Two of the three operational helicopters in use by HCSO are more than 50 years old and are no longer safe, efficient, or capable of carrying out the kind of emergency and tactical operations facing law enforcement today.  A single new mission-capable helicopter could replace both of these obsolete aircraft which are becoming very expensive to maintain since parts are no longer being sold for them and, in most cases, have to be remanufactured. Also, having a second helicopter that is operational for both day and nighttime operations allows the flexibility to down one aircraft for maintenance while still covering all shifts.

Alternatives and Engagement:

Continued use of unsafe and inefficient aircraft.
