Background and Discussion:
The National Emergency Food and Shelter Program (EFSP) began in 1983 with a $50 million federal appropriation created by Congress. This program was designed to help meet the needs of hungry and homeless people throughout the United States and its territories by allocating federal funds to supplement the work of local social service organizations within the United States, both private and governmental, to help people in need of emergency assistance.
During the last grant cycle, Harris County Housing and Community Development (HCHCD) was awarded an amount of $278,944 in EFSP Phase 40 funding to provide emergency utility and rental/mortgage assistance to approximately 624 Harris County eligible low-income families with rent, mortgage and/or emergency utility assistance.
On October 31, 2023, Commissioners Court approved HCCSD’s application to ACAM requesting $400,000 in Phase EFSP Phase 41 funding to continue providing emergency rental, and mortgage assistance to eligible low-income families of Harris County for a period to be determined by the Local Board for EFSP.
On March 28, 2024, HCHCD received notification from ACAM of its award of $139,959 in Emergency Food and Shelter Program funding for Phase 41 with an expenditure deadline of December 31, 2024, to assist approximately 47 eligible low-income families of Harris County with rental and/or mortgage assistance.
Expected Impact:
Approval to accept the EFSP Phase 41 award and execute an agreement with ACAM will increase funding necessary to continue to assist low-income families with rent and mortgage assistance.
Alternative Options:
There are no alternatives. HCD’s Office of Community Impact depends on this funding source to continue to adequately provide financial assistance to those families who are eligible and in need of emergency financial assistance.
