Project Description:

The requested funds are for the replacement of the Heating, Ventilation, and Air Conditioning (HVAC) System at the Hardy Community Center serving the Aldine Area. The existing facility is located at 11901 W. Hardy Road, Houston, TX 77076, on a 521,000 square foot tract of land owned by the County of Harris.

The Hardy Community Center project will include the complete demolition of all existing HVAC systems and associated components. The new replacement system will be more efficient, resilient, and sustainable. Additionally, improvements include HVAC automated controls and upgrading the building’s envelope (physical barrier between the conditioned and unconditioned environment of the building).

Justification & Alternatives:

The Hardy Community Center, an expansive 13,000-square-foot metal structure located in the heart of Precinct 2, has been a cornerstone of community service since its establishment in 2005. Designed to meet the evolving needs of a diverse population, the center primarily serves the senior community, which comprises a significant portion of the local demographic. Through a rich array of programs focused on nurturing physical health, social engagement, and mental well-being, the center plays a crucial role in promoting healthy aging and combating social isolation among seniors. Its offerings include daily activities, senior transportation for outings, and nutritious meals served both on-site and delivered to homebound individuals, ensuring that seniors maintain access to vital resources regardless of mobility challenges.

Known locally as the Hardy Senior Center, the facility supports the broader mission of Precinct 2 to foster inclusive community development. In response to emerging community needs, the center has expanded its services beyond seniors, now providing no-cost out-of-school time programs such as summer, spring break, and Thanksgiving Day camps for school-aged youth. This diversification enhances its role as a multi-generational hub that supports families and youth, while also serving as a critical venue for civic engagement. The center regularly hosts local elections, facilitates emergency response coordination, and acts as a distribution point for food and other essential resources during times of community need.

Despite its many contributions, the center is facing significant infrastructure challenges that threaten its ability to continue serving the community effectively. The current HVAC system relies on R22 refrigerant, a substance phased out due to its harmful impact on the ozone layer and no longer produced or imported in the United States. Repairs are not viable, and any attempt to replace refrigerant would render the system inoperable. Upgrading to a modern HVAC system with automated controls is imperative to meet current environmental standards, improve energy efficiency, and ensure a comfortable, safe environment for all users.

In addition to HVAC concerns, the building’s envelope-its insulation and outer shell-fails to maintain stable indoor climate conditions, leading to increased energy consumption and decreased sustainability. A thorough evaluation and replacement of the insulation system are essential steps toward improving the center’s overall environmental footprint and operational costs.

The HVAC project is currently in the design phase, with bids scheduled for July 2025 and construction expected to begin in August 2025. The anticipated completion date is December 2025. Recent developments have underscored the urgency of these upgrades: on June 10, 2025, Public Works received a work order to repair the HVAC system and found that the upstairs unit is nonfunctional and unlikely to be repairable. Although the project is underway, there is concern that the remaining units may fail before the end of the year. This situation highlights the critical need to promptly upgrade the existing HVAC system and building envelope to preserve this vital community resource. Therefore, we are seeking non-voted commercial paper funds to finance these essential improvements.

Other options include ongoing repairs to the existing HVAC system. This would involve sourcing vendors who offer recycled R22 refrigerant. If such vendors are not available, temporary mobile units would need to be used to maintain building conditions until funding is secured for replacing the outdated units.
