Project Description:

The new substation will include interview rooms, administrative offices, training and conference rooms, breakrooms, exercise and locker facilities, and parking space to accommodate all staff and resident visitors.

Project Scope:

The current ask is for Phase 1 of the project. Phase 1 includes acquiring the existing building at 17154 Butte Creek Rd., Houston, TX 77090 and the adjoining property at 17031 Alcove Ln., Houston, TX 77090 as well as the initial renovations needed to take possession of the facility (fencing, securing property, transferring utilities, other “make ready” work) and initial assessments and design work to develop a final renovation estimate.

Once final estimates are developed, the Harris County Sheriff’s Office (HCSO) will return to Commissioners Court with an investment memo for Phase 2, which will include the major facility renovations and improvements.

Justification:

Starting in October 2023, the Harris County Sheriff's Office (HCSO) began implementing changes to its patrol districts to improve public safety services. This involved evaluating and realigning existing patrol districts.

The changes directly impact HCSO's ability to provide public safety services countywide, resulting in improved response times, increased community policing efforts, and better relationships with community stakeholders.

A new substation is needed in response to the increasing calls for service along the FM 1960 corridor. The substation needs to be well-positioned to serve the community. Investing in a new substation at 17154 Butte Creek Road will provide deputies with a dedicated and well-equipped workspace. This will foster improved communication, collaboration, and morale, resulting in more efficient crime prevention, investigation, and response.

The new substation will also serve as a welcoming space for community engagement. It will facilitate outreach programs and foster stronger relationships between the Sheriff's Office and the residents of District VI.

Alternatives and Engagement:

Searching and evaluating other properties, including potential design and construction of new facilities, could delay the project for years. Furthermore, constructing a new facility would cost several times what the proposed project does.
