title

Request by the Flood Control District for approval to accept from the Federal Emergency Management Agency through the Texas Division of Emergency Management grant funds in the amount of $1,383,069, with a required match of $461,023, for the P118-08-00 Conveyance and Detention Improvements Phase II project (Halls Bayou Watershed, Bond ID C-23, Project ID P118-08-00-E001, Precinct 1).

Background and Discussion:

The proposed P118-08-00 Conveyance and Detention Improvements Phase II will include the design of 3,500 feet of channel conveyance improvements along P118-08-00, a tributary within the Halls Bayou Watershed, in east Harris County. Conveyance improvements will be mitigated by the three stormwater detention basins completed part of Phase 1.  The funding is available specifically for this project in the FY24 Federal Budget, part of the Legislative Pre-Disaster Mitigation Program and was submitted by Congresswoman Sheila Jackson-Lee, representing the 18th District of Texas.

Expected Impact:

This grant will fund the P118-08-00 conveyance improvements Phase II project through design. This project is part of the Halls Bayou Watershed Implementation Program, which is an ongoing program that allows HCFCD to take a watershed-wide approach to planning flood risk reduction project in the Halls Bayou watershed, a historically underserved community. This project will design the final phase of P118-08-00 improvements, which will supplement the previous phase that includes three stormwater detention basins. The ultimate project will remove the pre-Atlas 14 100-year floodplain from 180 homes and the 500-year pre-Atlas 14 floodplain from 245 homes.

Alternative Options:

This award is meant to fund the design of the P118-08-00 drainage improvement project. Work would either not occur or would have to be funded by another means if we reject this grant award.
