Transmittal by the Office of the Purchasing Agent of termination of a contract with First3Years for programs or interventions to be funded by the Harris County Early Childhood Impact Fund to improve early childhood health and development outcomes, reduce disparities, and generate evidence to better meet the needs of young children and their families for Harris County effective May 1, 2025 (200315).

Background and Discussion:
In October 2020, Commissioner’s Court approved funding for the Early Childhood Impact Fund (ECIF),
designed to invest in programs and interventions with significant potential to dramatically improve early
childhood outcomes in Harris County.
First3Years was selected by the ECIF review committee to implement the Safe Babies program, which provides direct support to families of infants and toddlers involved with the foster care system. Safe Babies helps birth
and foster parents implement effective, relationship-building parenting practices. In addition, Safe Babies
supports reunification of birth parents and children.
After repeated interventions and revisions to the vendor’s contract for continued KPI underperformance, termination is sought to close the partnership between First3Years and Harris County on May 1, 2025.
Expected Impact:
This termination will ensure that remaining funding will go to a similar, high performing Early Childhood Impact Fund vendor to increase impact of ARPA dollars for Harris County children, families and early childhood professionals.
Alternative Options:
First3Years will continue with current performing under expectations resulting in lower than expected KPI targets and decreasing impact of ARPA funding to eligible children, families and early childhood professionals.
