Background and Discussion:

Hazardous Tree and Tree Limb Removal Services for the Harris County Flood Control District is performed to reduce the risk of damage to public or private property from failing hazardous trees. Most removal requests are along private property, which creates these hazardous conditions. Working space and access to these trees are often very restricted, which creates a greater need for caution and advance tree removal techniques during the removal process. These services will provide support for infrastructure maintenance work that will be executed as a result of the passage of the “Maintenance Matters” Proposition in November 2024.

Expected Impact:

HCFCD owns large amounts of Right of Way that abuts private property and public park land. Award of this contract will allow HCFCD to respond to internal and external requests to assess potentially hazardous trees and remove them to mitigate for risk of failure and possible damage to public and private property.

Alternative Options:

An alternative option would be to eliminate the contract and program and address claims damages addressed on the Harris County Human Resource and Risk Management side when they come in.
