Background and Discussion:

The Women’s Health Family Planning grant is awarded annually for the fiscal period from September 1 through August 31 and supports essential reproductive and preventive health services for women and families across Harris County. Harris County Public Health continues its efforts to expand clinic capacity, enhance outreach, and stabilize service delivery in communities with limited access to women’s health services. 

 

With this amendment, the Texas Health and Human Services Commission has increased the Fee‑for‑Service allocation by $62,956, representing a substantial enhancement compared to prior amendments. The expanded funding directly strengthens the County’s ability to offer core reproductive health services, including wellness exams, contraception management, cancer screenings, and related preventive care.

 

This increase also helps address prior challenges such as fluctuating client volumes and resource limitations among community providers, ensuring continuity of care and more robust service availability. The additional FFS funding reinforces Harris County’s commitment to prioritizing health equity and improving access to comprehensive Family Planning services, particularly in underserved and high‑need areas.

 

Expected Impact:

The $62,956 increase in Fee‑for‑Service funding will allow Public Health Services to expand client access to critical Family Planning services, increase the number of encounters that can be supported under the program, and strengthen early identification of reproductive and chronic health conditions through enhanced laboratory and diagnostic capacity.

 

This increase represents a meaningful boost to the program’s operational capacity, enabling more timely interventions, improved continuity of care, and reductions in long‑term complications associated with inadequate prenatal, postpartum, or preventive reproductive care. The additional funds also support broader health equity priorities, helping improve key performance measures such as increased contraceptive access, reduced preterm birth risks, and expanded availability of preventive women’s health services across Harris County.  Collectively, these improvements enhance community resilience and reinforce the County’s long‑term strategy to increase access to high‑quality, comprehensive women’s healthcare.

 

Alternative Options:

If additional grant funds are not pursued, Public Health Services could:  -Strengthen partnerships with nonprofit and community clinics to support service needs. -Expand telehealth visits for Family Planning counseling and follow‑ups. -Use mobile health units to reach underserved neighborhoods. -Increase outreach and education campaigns to promote available services. - Seek philanthropic or other external funding to supplement program capacity.
