Request by the Office of the Purchasing Agent for approval of a renewal option with Hayat A Kelil-Brown DBA Hayat Brown LLC for reposition properties consulting services for the Office of County Administration for the period of March 26, 2026 - March 25, 2027 at a cost of $500,000.

Background and Discussion:

In 2023, Harris County received a grant from the Government Finance Officers Association (GFOA) with

support from the Sorenson Impact Center, the Lincoln Institute of Land Policy, Schmidt Futures, and Telosa

Community Foundation to join the Putting Assets to Work Incubator with other counties and cities. The

purpose of the incubator was to find ways to unlock value from real estate assets owned by the County to

meet critical community needs. In 2024, Harris County contracted with the real estate advisory firm, Hayat

Brown, for expertise related to public sector real estate monetization, creation of community benefits,

preparation and analysis of deal structures, maximization of negotiation of real estate, Public-Private

Partnerships, economic development, other agreements and structures, facilitation, and community

engagement.

The goal of the Putting Assets to Work (PAW) initiative is to develop underutilized County assets to generate revenue and/or deliver community benefits. On February 6, 2025, the Court approved the policy guidelines that began the parcel review and selection process. The Technical Advisory Group (TAG)1 and a third-party advisor spent the following three months narrowing down and selecting a portfolio of three assets for PAW’s first round. These sites were approved for detailed evaluation on May 8, 2025.

This contract renewal is the second (2nd) of four (4) potential one-year renewal options.

Expected Impact:

This contract supports the Office of County Administration, the Department of Economic Equity and Opportunity, the Housing and Community Development Department, and the Office of the County Engineer in developing the Putting Assets to Work framework for a comprehensive assessment, identification, and development of a County-owned parcels portfolio for monetization and/or expanded utilization with the goal to create community benefits across Harris County’s most vulnerable neighborhoods and communities.
