Background and Discussion:

Following an April 10, 2025, directive from Commissioners Court, the Flood Control District compiled a white paper summary identifying potential preliminary pilot project options using deep tunnel conveyance for flood mitigation in Harris County. This is not an exhaustive look at potential alignments and is meant to be a preliminary analysis based on existing information.

This white paper summary identifies key considerations, including conceptual segments,  potential benefits, estimated costs, high-level timeline, and implementation considerations including environmental permitting and right-of-way acquisition.

Expected Impact:

Sharing additional data with Commissioners Court to inform future discussions around potential tunnel pilots.
