title
Request for approval to accept and execute an amendment with Texas Comptroller of Public Accounts - State Energy Conservation Office (SECO) to extend the period of performance for the Cool Chillers HVAC Loan Program - 1111 Fannin Cool Chillers Project.
end
Background and Discussion:
The SECO Loan Program provides funding to support energy efficiency improvements at public facilities, including the replacement of aging HVAC systems to reduce energy consumption and operating costs. The program offers low- interest financing to replace outdated chillers systems and associated equipment, enabling long-term operational savings.
Commissioners Court previously approved acceptance and execution of the SECO loan agreements for the Cool Chillers Project for an amount of $3,447,000 (Chiller Loan No. 440 - $2,298,000 and Chiller Loan No. - 441 $1,149,000), on December 15, 2023. The projects funds the replacement and installation of three high-efficiency chillers systems at 1111 Fannin Street where existing equipment had exceeded its useful life. Following plan approval and acceptance of the loan the project advanced into design and construction activities. However, implementation was scheduled during cooler seasonal conditions to avoid disruption to building operations and prevent facility downtime. As a result, project completion and associated closeout activities have extended beyond the performance period of the agreement.
Construction work was completed on this project during the performance period of the agreement. The requested amendment seeks to extend the period of performance to allow time to perform all closeout activities. This item includes a request to approve an amendment to the Texas Comptrollers of Public Accounts - SECO agreement to extend the performance period by six months from January 29, 2026 to July 29, 2026 to allow additional time to complete the project activities with no changes to the loan amount.
Expected Impact:
This project enhances County operation by improving the efficiency, reliability, and sustainability of critical infrastructure. Approval of the amendment will ensure uninterrupted facility operations while allowing completion of reimbursement and closeout requirements.
Alternative Options:
An alternative to the requested amendment would be to proceed without extending the performance period and potentially risk forfeiture of the eligible loan funds and increased burden to fund the chiller installation with local funds.
